Data published by Transform Justice UK highlights the use of OOCRs across UK police forces between 2023 and 2025, ranking each force based on the proportion of OOCRs against total outcomes.
Our team assessed the opportunities that could be unlocked if each force implemented Make Time Count’s OOCR tools, comparing current 2025 performance with the potential improvements. On average, each police force could free up the equivalent of 30 FTE officers, equal to 35,263 hours or £1,950,709 in staff time.
Nationally, this represents savings of nearly £100 million.
Our tools are designed to streamline the OOCR process by automating manual tasks and handling the operational heavy lifting. We estimate that for every case diverted from court, a force saves approximately 20 hours of processing time. Make Time Count’s eligibility screening tools help your force accurately and consistently identify when a case is suitable for an OOCR.
One of our customers improved their national ranking from 37th to 14th in under three years using our system.
