The Wisconsin Department of Justice has made approximately $500,000 available to help Wisconsin Deflection Initiative sites modernize their operations through technology.
Eligible agencies can apply for an initial award of up to $50,000, with no match funding required. Funding can support software, applications, subscriptions, equipment and contracted implementation services.
Make Time Count provides a configurable community justice platform that can support all three of the grant's technology priorities.

Stronger participant communication, engagement and retention
Keep people engaged with reminders, secure messaging and follow-up workflows that respond when participation declines.
Eligibility
Who can apply?
The grant is open to Wisconsin agencies operating deflection programs that align with the Wisconsin Deflection Initiative Essential Elements.
Eligible applicants may include city, township, county and tribal governments implementing one or more of the six recognised deflection pathways in collaboration with law enforcement or first responders.
- The Wisconsin agency must be the grant applicant and recipient. Make Time Count can act as the agency's technology and implementation partner.
- Applicants must have an active SAM.gov registration and Unique Entity Identifier.
- Applications must be submitted through the Wisconsin DOJ WebGrants system.
Priority 1
1. Screening and assessment at first contact
Make Time Count can replace paper forms, spreadsheets and disconnected systems with a consistent digital screening process. The platform can help teams:
- Capture referrals from law enforcement, first responders and outreach teams
- Apply configurable eligibility criteria
- Record substance-use and other relevant needs
- Identify risk, safeguarding and vulnerability factors
- Route eligible participants to the appropriate deflection pathway

- Assign actions to partner organisations
- Track appointments, interventions and progress
- Monitor outstanding tasks and missed engagement
- Maintain a chronological record of activity
- Generate management and operational reports
Role-based access helps each organisation see the information it needs while supporting appropriate information governance and accountability.

3. Participant engagement and retention
Keeping people engaged is central to successful deflection. Make Time Count can help programs maintain contact and respond when participation begins to decline. Available workflows can support:
